ローカルタイムラインでは、新しいユーザーには連合性が不十分、ローカルタイムラインは流れが遅い、というところでしょうか。

Instead, it displays the federated timeline for that instance, which shows individual users mixed in with the rest of their broader community.
ってのがあって、嫌がらせを回避する試みであるという話も出ています。私が不見識で、嫌がらせ等の、問題の背景がわかりません。
